shifter peg question

Default shifter peg question

may be a stupid question, but, i have forward controls on my 90 fxstc and woundered where every ones shifter peg is in realationship to there foot. should i be able to rest my foot flat with the peg being well above my foot or should the peg be even with my foot. also im looking at a 3 inch shifter peg but now have a 2&1/4 peg, im worried that it wont be a comfortable as the 2&1/4 but it really looks cool. i went on line and see that a lot of the pegs are 3 inch, is this normal. any suggestions on this, maybe dumb, problem.
