Check the steering neck bearings. Adjust according to the service manual.

If that doesn't work, I would look at how he is loading the bike. In any case, find the cause before you find him on the side of the road up to his ears in gravel.

You may also want to check the wheel bearings.

neck bearings are new and adjusted according to service manual. he seems to think it is coming from the rear end. i don't know when last time bearings were serviced.

Have the wheel balancing checked in at least two different locations if
the first says the balance is ok.

After carefully checking tires, have both wheels checked for run-out. Spoke tuning is likely off.

Again... proper inflation is usually the culprit at high speeds. Max out the psi that's on the tire at cold temp if you are going to be riding at high speeds for prolonged periods.

had that once and there are many causes. can be brakes, spokes, bearings, inflation, tire, windshield, neck bearing, driver

I had front end wobble on my bike (08 Crossbones) and it turned out to be that the rim was out of true. Fortunately the dealer covered it under warranty so it only cost me $6 for some wheel weights and it completely fixed the problem.
