Just stating what is probably obvious, but the primary drive gear ratios also make a difference as well as the tranny gear ratios. I read an article about a month ago and I was actually surprised at how many times HD has changed the gearing ratios on 'similar' looking bikes from year to year or version (e.g. Dyna vs. Deluxe).
I have been thinking about the same question. I have heard that the only 'smart' way to do it is with the front pulley (at the tranny) and of course anything too radical will cause you to have to go find a different belt.
