coil output

Default coil output

Can any one tell me about coil out put, my front cylinder is not firing, i did a volt check and found that on the front and rear plug wires i have battery voltage (11.5vdc) with the ignition switch on. when i hit the starter button the front cylinder plug wire voltage drops to 9.5vdc, when i do the same check for the rear cylinder plug wire the voltage increases to about 22.5vdc, the rear cylinder does fire and start the bike, the front doesn't fire at all, i do smell fuel on the plug when i pull it out and i do have compression in both cylinders. is my coil shot???

Could easily be the coil, but I would check my plug wires first...
