I believe the SE 103 Stg II kit comes with an additional spring for the clutch and it has been fine on mine; however, I did not do the heads.

The clutch spring comes with the kit. I never even put the stronger spring in on my 95". Never felt a slip or anything. Who wants a clutch spring? Got one sitting here. LOL.

Any idea what it roughly costs to have head work done from Hill Country or Big Boyz?

The street port from Big Boyz is $299.00, good value for the gain in performance. It would be extra to have the heads decked, chambers cc'd and compression releases installed if needed. All those costs are listed on their website. Never heard of Hill Country, sure you don't mean Hillside?

Brutus, you can call Scott Palmer (Hillside) at 315-495-6650 to get a price. They do their headwork in stages.Scott's a good guy and a forum member and he'll steer you in the right direction.
