I have a 2004 Softail Standard injected all stock with 6500 miles. I am getting some popping as I back off the gas and some times I will get a small back fire when I start it up and the Mileage does not seem to be what it should be. I replaced Plugs,Wire's and the Air Filter no change. The Bike runs pretty good and is not throwing any Codes but........

Clean and tighten your battery cables and change fuel supplier. Try to find a gas station that has premium fuel without ethynol. Fuel quality today is poor and your ecm will calibrate itself down for poor fuel. I would also buy a bottle of Chevron Techron fuel system cleaner and install about 4 oz into tank and fill. This stuff works. Previous Harleys I have run(TC's) I would get 48-51 mpg, my 2011 Heritage, lucky if I get 42-44 MPG. Same riding same area and same gas stations, ethynol fuel and fuel in general is poor.
