So why is it that the new softail slim is the lowest in the softail range? does this bike use a different frame or have some other setup that the other softails don't have?
You can buy a lowering kit for softails from several companies. I had one on my 02 Night Train , and it gave it a whole different look. The stock bikes sit to high on the back.
It comes with the 3/4-inch lowered shocks and a lower cut seat to achieve the "lowest seat height", but the frame is the same. Has the same ground clearance as the Fat Boy Lo.
I would assume for production purposes, all softails have the same shocks. The difference being the bolts and the factory preload setting. And yes, you can lower the black line with bolts, probably up to 2". You can get them for about $20 on eBay.
