Default Starter not cranking engine over.

I have a 1999 Heritage Softail Classis with the stock 1340 evo engine. When trying to start it I hear the starter making a whizzing sound, but the engine will not crank over. I removed the primary cover and when I press the start button, the starter bendix gear on the jackshaft engages the clutch ring but will not turn the clutch ring to crank the engine over. The bendix then turns as it disengages the clutch ring. I have a brand new battery. Could it possibly be a bad starter clutch in the starter drive housing or the holdin on the starter solenoid?

Sounds like a starter clutch to me.
