Looks like a Heritage with FB rims and pipes though.
Around here that probably would be a reasonable price.
As far as all the options, well I don't realy see a lot. Bags, shield, bars and visors.
Plus the dealer won't give much extra $$ for any mods done to a bike on trade in. So they shouldn't BS about all the extras on a bike being worth more when they sell. But they do.....
What's been done to the motor, any mods, stg1? - tuner? - Cams? - dynoed?
How's the tires, those 200 rears last around 6k or so and the front about 20k? so U may be needing new tires and brakes pretty quick If they haven't been replaced.
Our Heritage front tire goes 20k but I don't know what the FB's do
Thinking if a new one was couple $K's more, the new 103 with the cooler and all the changes made in the new 12 bikes, I'd have to really think about paying that much vs new one.
Reason is if U ever go 103 BB kit on a 96'er that alone will be around $2K.. and U still may have to change clutch and comp so U'd be close to what a new one would cost vs this one.
Overall if U like the bike and happy with the price then go for it.
I am thinking U've already checked around and U should know what the prices are in Ur area..
U said a dealer has it so U can always ask for him to throw in some free-be's..
Like 2 yr warranty, or the next two Services Free, or $500 free parts, or 15% off all parts U buy for several yrs. etc..

I agree...16k is not too many miles...I now have 13 on mine and its just starting to break in. All I'm saying is at 16k miles...and very few upgrades...u can probably find a better price. Just my .02
