That top tube shouldn't turn at all. The lower triple tree has pinch bolts that secure the tube. That must be loose for it to turn and needs to be tightened before you ride it again. Check the other side while you're at it.

Yeah the cap is missing, lower tree clamp loosened, fork tube is coming out!

That pinch bolt was SHEARED! Got it out, replaced, and put back together. Running great! Thank you all for your help.
