2008 stock heritage softail
My heritage softail is stock and I would like to power up in steps and was wondering which a/c and pipes that are not a whole lot louder than stock pipes
would a good way to get started. Eventually making it a 103 or possibly 110

Sounds like you are going to do things over time.
Start with a SE air intake and a K&N air filter.
Select the pipe you like for sound and looks. I am a fan of 2 into one systems for both looks and performance, the sound not so much. SuperTrapp and Bassani make nice systems.
Next is a cam. Here you have lots of choices, but most importantly is get a cam for the motor (displacement, compression ratio etc) you currently have. You may change the cam later in life if you decided to go for the big bore upgrade. Look at permanent the dyno thread above for lots of good info. My choice was a SE204 cam, but I have no plans for a big bore kit or head work.
Finally you will need a fuel injection tuner. I like the PowerCommander from Fuelmotousa.com, but many folk like the HD SERT and others. Either way a good dyno tune is the way to go.

I'm a fan of the d&d fat cat pipe and there are plenty of cams out there. Woods, Andrews, Dave Mackie, and many others. Big factor in cams will be your riding style and solo or two up. As far as displacement you have 103, 106, 107. 110 requires you to have your cases machined.
