Yes. They bolt up to the trees with 2 small bolts, but the hole is only as big as the fork where it goes in the triple tree.
You pretty much have to remove the fender & wheel too. I put the chrome flame slider covers on my Fatboy and I tried to get away with not removing the wheel but it was keeping too much pressure on the forks to have them come out.
