Yup, mine currently is. Need a flat blade/knife to pop it up. Ordered a new pop-up cap from Drag Specialties. Got it yesterday, wrong side. Asked if it was vented or non-vented? Googled and read the tank was vented so I went with the n/v one. Damn, left hand thread! Had to send it back today and eat the $7 S&H. Frigging thing isn't worth $7!
