Default 1999 Heritage

My wife just recently bought my dads 1999 Heritage Classsic from him. The rear brake pedal is right over the top of floor board. It is very uncomfortable. My Road King has it out on front of floor board. Is this common or just a 1999 issue or all softails like this?. Would like to get a different pedal of something.

My 96 was like that. I got use to it but definitely didn't care for it at first!
