We loosened the bars last night and brought them father back. I still need them closer in order to be comfortable.

Are these the risers y'all are talking about??

It sure looks like the right part, but being it came off an '06 I'd be concerned about the fit.
Looking at the compatibility info on the eBay ad, it says "no".

Those risers will work. Don't believe everything you read in HD's compatibility charts.

Okay, I just called another Harley dealership and asked about the deluxe risers. The tech was awesome! He said he has made that swap numerous times for Heritage bikes and there is no need to change the cables. He said not to order the OEM Deluxe risers because they are too expensive ($120 for the chrome riser). He told me about these aftermarket Deluxe risers that are exactly the same as the chrome OEM riser ($50). He ordered them for me. Hopefully, they will be in tomorrow! I will keep you posted and let you know how it goes!

Yes please let us know how it works out and who the manufacturer is.
I have the same problem on our '12 Heritage I have the handle bars back but the hand controls are now angles down and are uncomfortable when riding.

Sounds like your dealer is treating you good. That company sure rings a bell so I bet those are the same.

The tech told us we would have to change out all of the cables in order to put ANY riser on the bike. Is this true? He was trying to sell me HD's pullback riser and all new cables for $700+. I honestly think they are just selling me a line of Horse S..... My husband and I put 4 inch pullback risers on my last bike and we didn't have to run new cables. Can someone give me some feedback?? Thanks!!!!
WOW! I just had to respond to this as when I started reading I actually thought my wife logged in and wrote this post.
We were sitting in bed this morning researching the exact same issue and we even have the 700.00 quote we got from Harley last night to change out everything. She too just purchased a 2013 Heritage (Candy Orange and Beer Bottle) and needs 1 or 2 more inches in pull-back.

I am not convinced we need to change everything for over 700.00 so we found a dealership in Corinth (we're in Dallas) and they have the 4 inch riser in stock so we're going to ride out there and do a little test. The good part is if we don't think it's enough rise and pull-back, we don't have to buy them but it will be the "eye-ball" test.

I will respond back as to our results.

Loosen the allen bolt that clamps the controls in place on the handlebars in place and rotate them. I just did these types of adjustments on my 95 Heritage last month.
