Thanks! I found the instructions. It says that you need to remove the front tire. But I'm looking at it and thinking that may not be necessary...

 

You don't have to drop the rim. But, if you're concerned with scratching the paint, you can wrap a rag around each fork leg at the mounting location. When you have the fender in place, just slide the rags out...no scratches. The whole install, with removal of the old fender, took half an hour tops.
