Crank on it until just before it breaks, then let off a little.

that line of failure was crossed when I did my primary gasket and concluded the night with heli coils lol

Tighten the stem bolt until you feel the handlebars get a little friction as you turrn them back and forth slowly, then back the stem bolt off a hair. That should get close.
