Help us to help you! What does work, lights, horn, anything? If the neutral sensor is indeed caput try pulling the clutch lever in, as if you are starting in gear.
I would check for a switch. Does the bike start in Neutral while on the side stand? I think you also have to hold the clutch lever in to start the bike (at least that's how it is on my 94 FLHTP)

Side stand is out, or switch is bad and bike is in gear.
My 09FLHTP will KILL the motor if running and dropped into gear w/sidestand down, will not fire if starting w/sidestand down and clutch pulled.
Try finding neutral or starting w/sidestand up. Could be a bad switch on sidestand or a dumbassed mistake on you. We've all done something stupid, mine was a no start issue that I stripped the bike down checking all the wires to find out that the kill switch was off.
Check it all out and let me know what you find. I do have a PDF file of wiring schematic for 09 FLHTP if you need it.
At this point I only open "no start" threads to see how much or how little information the OP provides. This one seems typical. He obviously isn't holding mouth quite right when he presses the button.

I changed the main wiring harness on it . They butchered the old one when pulling the police stuff off. So I bought a new one for a ultra and installed it everything seems to work just won't start
