Can the stock air filter be washed in lieu of replacement?

Yes, the service manual outlines the procedure. Do not blow it dry with an air hose, and it should be stamped "Do not oil".
This is per my '11 RKC. I have since replaced it with the A/N Big Sucker and their "Million Mile Filter", which looks like K/N to me...

Depends on the year and model. Should be in your owners manual.

Buy a K&N from their website and don't sweat it. The OEM filters are paper and will fall apart if you wash them more than a few times.

the K&N air filter that will fit your bike is HD-0800
I got one on my 07 and I like it, a lot, but come to
think about that may be for the stage one, so don't take
my word on it.

What is the fundamental difference between the 0800 and the 1499?

The 1499 is shaped like the OEM filter and the 0800 is round
