I have a 07 Ultra classic and have two questions. 1. I want to move the handlebars up how high can I move them without having to change cables. @. Any suggestions on what bars to buy.
Your already gonna be in there y not do the cables too. Some say 10s work with stock cables and some say 12,.. I opted for 14 kst mayhems like alot of people, and ran all new wires and cables
Whether you need cables or not will depend not only on the height of the bars you choose, but the width and pullback. Very hard to choose over the internet, but there are many good brands & I'm sure you'll get suggestions. I've had good luck with Wild 1 Chubbys. Not the least expensive, but good quality. Good luck.
a set of used heritage bars work well too... sorry, wont work. I forgot about the wide width needed for the fairing (im running a detachable with heritage bars)
I had HD tallboys that were 10" touring bars. that were pretty comfy and should work with stock cables. Don't think they make them anymore but you can still find used sets on ebay.
I also liked the paul yaffe touring bars, fyi: they measure 2" taller than what they say that they are.
You should be able to use stock cables with 10" bars. I used plus 6 with wild one 12.5 " bars 36.5 wide with 11" of pull back. Plus 8 on 14" Mayhems on a 13 SG 37" wide 6" pull back. Plus 8" on a 2014 RK with 16" LA choppers Tree Huggers 38"w 7" pull back. I used plus 6 with 14" Mayhems on a 15 ultra classic with hydraulic clutch.

Work backward from most comfort. Its really silly to let cable length dictate how comfortable you are on your bike. Buy the most comfortable bars, and the cables that go with. The stock cables look like crap anyway, and they arent that much more expensive.
