Not Quite.Whilst they are on the pulleys these belts are incredibly strong.A stone under the pulley will do that! I had one punch a 3/8" hole in the middle of the belt back in 2005.Bought a spare and did 2000 more miles!
When I came to swopping it out I realized it is not a roadside job.Took 2 hours and a lot of sweat.Done a few more and got better at it.Word to the wise.Dont twist it past 15* or fold it below a 5" diameter.It is brittle and you can crack a new one with your hands!

a hole in the middle of the belt and damage to the outside of the belt are two different things.

Yes replace it.
Have you ever seen someone's belt break and wrap up and lock the rear wheel?
It's not a pretty sight at 65 mph.
