What are these for they’ve got a hole drilled in them. I’m guessing for a Carter pin.

They are called lightening holes, to reduce weight.

Man, I am not sure, got a better pic of the whole assembly? Not sure if that is for a COTTER pin, or a screw and a nut. Guys bolt a ton of **** on some of their Harleys

That's what I'm thinking , a flag mount the previous owner (PO) built. If you recently bought on private sales ask the PO if that's what it is. Tubes slide in and are bolted/pinned for quick install/removal.
