Default Passing lights

Why are they called passing lights? Maybe a dumb question but I'm the curious type
Why not just fog lights or as on a train engine, ditch lights

Just remember, it's gettin' HOT down here in FL. It's just like a negative of winter up north! Year 'round issue there @GalvTexGuy , just changes the region they come from!

The question I asked was meant to be rhetorical. It’s an inside joke.

Lateral illumination to help when passing. We all run them on almost all of the time. Back in the day without them it was a little dicey pulling into that lane in the dark using the old Edison bulbs.

They aren’t fog lights. And in many states, it’s not legal to have them on all the time. Maybe just for passing gets them by this technicality.
