'03 Ultra Classic.
Short video below, is that smaller sprocket supposed to walk around like that?

no, that is connected to the crankshaft, it will destroy your cam plate,
I believe the crank is bent.

LOL. So what's the story with this bike? New acquisition? High mileage? Lack of maintenance?

You have a lot of runout, The Motor Company says that its within spec to have 0.012 's , but you'll have a lot of vibration. If you do a complete rebuild, be sure to have your bottom end trued and welded. Ideal runout should be 0.001 . Darkhorse Motor Company is the way to go.

I am afraid that ship has already sailed.

OP, runout is measured usually in a few thousandths of an inch...and that bitch has like 3/8" in that video.
