I've been 'evaluating' performance upgrades for my 07 FLHRC for a year now... still haven't done a thing. Overwhelming combination of alternatives that make optimizing an initial install impossible. The variety of opinions doesn't help either... Anyway, I'm thinking about jumping in by keeping it simple:
SE touring part # 64985-07, SE A/C, SERT
There are pipes and tuners out thereI like better, but this setup seems like a no brainer forworking well together. What do you think? (I'm still looking to be talked into considering something more compelling)
Because of warranty concerns (based on comments by my dealer), I am going the same route as you (SE pipes, SE A/C, SERT and dyno). My concern is heat which could be controlled by a fuel management system (PCIII, etc); however, my dealer will only do it (PCIII) if I am willing to give up my warranty protection. I am hopefull that all will be fine.
The warranty issue would only be the PC III, NOT the whole engine. If you are not doing the kit yourself, then have the dealer put on all HD parts and everyone is happy.
I'm not too concerned about the warantee (2 yr), and plan to do the wrenching myself. But there is something to be said for not putting a combo that potentially creates issues for me Autotuner, D&Ds... probably also an excellent set up.
Thats one way to discribe what I did. A lot of posters will comment on this(screw warr, get louder pipes,,ect)
That alone will really cool bike off and help all around including some sound.

I went the way you're considering.
SE a/c, Supertrapp SE slip ons, and the HD stage 1 download.
I also added the HD oil cooler and the IDS.
The bike is a true pleasure to ride, runs smooth and strong, no heat issues.
This is what I'm planning on doing to my UC. I'm only looking for a modest performance increase because this bike will be for the wife and I to use for touring, and I get hit on the helmet when I go over 90 MPH. However, I am concerned about the heat issue. Is there a map that will richen up the fuel mixture without fouling the plugs? I don't expect there to be one on the SERT disk.

What's the approx. $$$ outlay for this set-up, dealer installed?
I have heard this many times over here. I wanted the same thing so I went to my dealer. While I was waiting he called-HD-MoCo- they said to use anything on page # from V&H. They did the install and said my warranty is good.
Thats all I can say.
It goes to show it depends on your dealer
