The locks for the classic comes with eqipment to lock the bag to the bike and a cable system and lock to lock the bags. Apparently since the custom already has the latch system, you only have to buy equipment to lock the bag to bike and something that locks the existing latches. Much less equipment needed on the custom so its cheaper.

OH! Thanks for the explanation. I didn't know the leather bags on the Custom had latches. Of course the hard bags on the Standard do, but I didn't know that about the Custom's leather bags.
