I put items I might need while on the side of the road into the right bag so I can be safer.
Even if there is a wide shoulder, if some idiots are coming off the road at you, you don't want the bike in your way of jumping for the woods.
On that side, the very best tire repair kit you can buy and a small air compressor. You may never need them but you might help someone out.
Never ride without eyedrops. I find myself using them at almost every stop. Sunscreen too.
A rag. Many uses.
33dB earplugs. Wind and other vehicles tire noise, sirens, etc: all take their toll on your hearing and on your alertness on a long ride.
A bottle of water.
A small flashlight.
Ibuprofen.
And for that special moment when you pull down some isolated trail in the national forest and you get really relaxed.............
toilet paper.
