I have had my bike since September. Ihave the security system, always shutdown using the kill switch. No problems after 7,400 miles, did Stage1 and SERT around 4,000. No play in the throttle at all. A totally sweet ride.

Is this a TBW issue or an ECM issue.I have had no trouble with mine but I also dont blip the throttle before shutting off.

It's not just the UC. My Road King Classic has done the same thing. My guess is that it's the same for all the '08 Touring models.

After reading all of the explanations on what is the cause orhow you fix the problem, I like the one that OnTheFence has come up with. If anyone has the ability to read the DTC code that the bike has, using either the manual procedure or with SERT that the bike has stored (prior to clearing it), then that would shed a little more light on what the ECM is seeing.

When I picked up my new 08 EGC last week the dealership told me to shut the bike off using the ignition switch not the kill switch. He also told me that HD is working on a "fix" for the problem, but it probably wont be until next year. I only have 150 miles on so far and I've had to reset it twice. I don't turn it off with high rpm's. Sometimes when I'm getting off the bike I acccidently twist the throttle handgrip. Even though the bike is turned off I'm wondering if that has something to do with it.
That isrediculous "next year" statement. If the rpm is being remembered, that means that there is a "MOV to file/word" instruction in the software program. The fix should take no more then 30 minutes to locate and if they can't they better fire the jerk who wrote there program for the ECM. If I could get into it I'd fix the dam thing myself.

What's amazing to me about this TBW problem is that the MOCO even admits that there IS a problem! Are they actually starting to realize that it would be best to take care of the loyalcustomers that keep them in business? That would be a gigantic change in policy!

Who at the MOCO admitted there is a problem? has this been verified? What happens is when you turn the troettle past it's positive stop and turn off the ignition it resets the twist grip sensor (0 TP). when the bike starts and the throttle is on it's positive stop it does not recognize this as zero and actually thinks the throttle is slightly opened so the idle is higher. The proper procedure according to the MOCO is to cycle the ignition switch and or handlebar switch 4 times, on then off. After starting, the bike will idle and run fine.There will be aService Bulletin and revised calibration at a later date.Best advice is to take your hand off the throtle when shutting off the ignition. This is not a throttle by wire failure issue, it is a program issue that does not have to do with any failures. It creates a idle annomoly and stumble off idle.

This is a problem also if you happen to stall your bike as the computer remembers the last known throttle position. It will also eventually reset itself (after approximately 10 restarts to the a lower setting according to a Haley Tech here.

It's not only the startup thats an issue - mine suffers poor rev drop when throttling off meaning downshifting is a haphazard affair. Smooth, it ain't.

What grieves me is that I've paid for this 'privelidge'..

It sounds to me like there is more than one issue.
1. At startup the ECU can't determine whether the 0 position is in spec, and decides to fast idle.
No code unless this fails 4 times in a row.

2. While riding things go haywire, and the idle goes to hell.
Should have a code detailing what sensor was detected as failing.

I don't know about the rest of you, but it sure sounds like there are a lot of "Service Mangers" who are just guessing. If there isn't an official service bulletin or memo from HD acknowledging the issue(s), then someone needs to roll their sleeves up and get to troubleshooting. If there is an official communication, they should be willing to show it to you.

I haven't experienced any idle issues. So, I am not in a position to demand anything. But if I did, I believe I would be demanding the "Service Manager" show me the documentation to backup these ridiculous claims of improper shutdown.
