Where would the tool kit be located?

 

When they deliver you your bike it is like in the top box or they may have it in a saddlebag.
It's not very big, about the size of most tool kits, you wouldn't have missed it unless they never included it with your bike at the time of delivery.

With the Ultra you should have received the tool kit, Nylon saddlebag and tour pack liners and one helmet headset.

 

This has been the case with all the Ultra's I've bought new

Yup... Mine was in the left saddle bag with the helmet set.

 

My 08 Street Glide had one; first one I ever got. It's not much but...

 

My '03 and my '08 Ultra's both had saddlebag and tourpak liners, headset, and tool kit.

 

I don't think they came with one, because the improvements made for 09 made the bike perfect, and it'll never break down. If you don't believe that, i recommend assemblying your own kit if the dealer doesn't give you one.
