The SERT is simply a device to communicate between the bike's ECM (to change fuel and ignition timing primarily) and a computer (that is the source of the new mapping information for the ECM). So a SERT isn't really "installed" on a bike--it's simply the device that allows the ECM's fuel management settings to be changed.
Check out the TTS Master Tune. It's made by the company that previouslly provided the SERT to HD until this year. Looks like an excellent product.
And yes, a person with decent computer skills can use a SERT. It's not difficult to hook up the computer, SERT, and cables to load HD's (or TTS') canned maps.
Another excellent product is the DTT Twin Scan II+ with WEG0. Basically, it's a device to measure and record afr and transport the data to a computer for establishing accurate information for tuning with a SERT.
I have a SERT and have tuned my bike using it, my laptop, and the DTT TSII+ and WEGO--nothing fancy performance-wise on my bike; just some Rinehart TD's, SE a/c, and Head-Quarters HQ-0034 bolt-in cams.

No problem installing, putting the "canned" tune in will help but to really take advantage you ought to consider having a good tuner dial it in. I was quite impressed at the difference once I had my bike tuned.
I'd be reluctant to try it, but I'm sure your computer skills are much great than mine. That said, If you're still going to need someone to do the fine tuning, (to get the max out of it) perhaps it's just as easy to have the entire thing done all at once. Just an opinion..
