engine idle temperature management system

It turns on and off on my 09 RG while the bike is running. The cruise control light on my tachometer tuns amber (off) and green (on) while the bike is running if I role the throttle forward for more than 5 seconds.
You are correct, you roll it forward from idle position. It will stay active in parade conditions, try it. Bottom line is it sucks anyway.
I tried it yesterday, the green light came on when I was stopped and just idling, do you just go from there or do you have to deactivate it first? In other words I can just leave it activated once I turn it on then once you start to moving it will shut it self back off until you are ready to use it again, then repeat the process of rolling the throttle forwards until the green light comes back on, or will it already be on once I roll the throttle forward?

When you role the throttle forward and the cruise control light flashes green the temp management system is activated. It doesn't work all the time, it is temperature sensitive, it will only work above a certain temp (what temp I don't know), if it didn't work this way your bike would take a long, long time to warm up to proper operating temp. You will definitely know when it kicks on at a stand still, your idle will be come rough and you will smell a unique different kind of smell. As soon as you give it any gas, the rear cylinder fires again. It is a seamless transition. The EITMS only works while stopped and at idle it doesn't work while you are moving. You can activate it while the bike is running or off but you have to be sitting still. If the cruise control light flashes amber when you role the throttle forward you have deactivated the system. Hope that explains it all.
a good tune will elimenate the need for it its a band aid fix for the lean conditions that cause it to run hot in the first place,as far as im concerned it doesnt activate untill its allready too hot.
