I have read studies on deer whistles. If the deer are on the run they aren't very effect. If a deer is standing close to the road it tends to catch their attention. My memory recall is that they are 65 percent effective when standing still. For the cost involved it maybe worth having them.
Defensive driving is your best resource. If one crosses the road there is a high probability others will be not too far behind.

scary stuff right there, was talking to a old guy yesterday and he was telling me about when he hit a deer, clipped it with his windshield and it went around him and knocked his wife right off the back of the bike. he was able to keep the bike up his wife never rode again.
+1 for all responses above. I ride through the Ocala National Forest almost weekly. I've never seen a deer but I know they are there. The whistles and horns won't work. Slowing down and being observant are your two best options.
I live in the country in NE Florida and commute in the dark on deer infested roads. I worry about deer and armadillos all the time. I think that we should pass a law that says that during the last two weeks of hunting season, you can only shoot deer from a pickup truck parked on a paved road. Lets drive those bastads back into the woods where they belong!
They're everywhere here. My grandaughter has hit two in the last 6 months with her NEON. We've been here 6 years, and although we've had a ton of close calls, neither my wife and I have ever hit one. I think your best guard is paying attention to what you're doing. Not talking on the cell, radio blasting, and drinking a soda, while combing your hair. I'm speaking of my grandaughter here (19 years old)... Whistles, horns, they all might have a very small effect, but your brain, and you undivided attention is your best weapon against the critters.....

I have heard that a blast from a horn will stop a deer in its tracks. If you see one running towards the road, blast the horn and it will stop.
I have never had the chance to try it, but it makes sense to me.

I hit a deer while riding a rental Ultra in the hill country of Texas while on vacation, no time to react, jumped out of the ditch in a corner and I hit the back legs, bike stayed up and was real lucky. You can see in the pic I do my best to control the population.
