The 1994 model was the first year of the Road King.
The parts you want/need should be still be available thru Harley.
I have a 1996 Road King and it has a detachable windshield, a detachable sissy bar and a detachable tour pack. The siisy bar and tour pack use the same front mounting points but require different docking hardware in the rear.
Also, my brother has a 2003 Road King and has used my tourpack on his bike (with the appropriate docking hardware).

Though I really do like my '96 Road King you may want to consider a 1997 or newer model. HD made some frame changes in the '97 model year and certain items are more readily available for the "newer" models (seats, chrome pieces, etc.).
Not that I would get rid of my '96, it's just certain things you have to search for or pay retail.

Forgot to mention: In regards to the tour pack you may want to look at a backrest/armrest system from Mustang. The Mustang set-up has longer arm rests and they are "flat", providing more comfort for the passenger. The HD backrest/armrest has short armrests that are angled downward, causing the passenger to either hold their arms in place or have their arms slip down the downward angle.
