Default Passenger Backrest Bracket

I was tinkering with the bike ('07 Ultra) this morning and noticed the left side of the passenger backrest was loose. In looking at it closer the bolts through the tour-pak are tight, but the bracket inside the backrest is loose. There is a bolt in the end of the bracket that goes inside the backrest. Is this something that can be fixed or will I need a new backrest?
