Default Lowered Front Spring Question

I put chrome lowers on my '06 Road King Custom last weekend. At the same time I bought the lowered HD spring kit. Before I started, I measured the distance from the bottom of the cow bell to the top fender boss. It measured 6 5/8". After installing the kit, I re-measured the same area and found it to be 6 3/8", the difference of only 1/4". My question is, am I measureing this in the right location because of the fork angle, or should I have measured straight up and down. At 1/4" it really wasn't worth the cost and hassle. The lowered spring I put in measured at 18.5" and my stock one was 19.0". I thought Road Kings had a 19.5" spring stock, but maybe it's lost some of it's length over time, or are the Road King Customs already lower in the frontend. Will the new springs settle at all over time? How about a few thoughts from you guys?
