Slip on repack

Will repacking my slip ons quiet them down? I pulled my baffels out about 12" and they are pack with steel wool. Seems like there is lots in there, I dont really see how repacking them will help?

I'm not sure how quite steel wool is. I pack mine with 4 stroke packing from the local dirt bike dealer and it quiets them down quit a bit. Of course mine was blown out pretty good.
