If you will get a service manual, there are complete instructions for adjusting the headlight and passing lamps on all the dressers.
I can scan and print you the instructions, but it will be later this week before I can get it done. Let me know if that will work for you.

Sit on bike on flat ground turn headlight on low measure from ground up to center of headlight bulb then measure 25 feet in front in straight line, then using a wall or piece of cardboard set center of beam to that hieght using the adjustment screw in edge of headlight bezel.
