Sticky throttle??
Either the throttle grip and cables need lubricating or the return cable is too tight.
It could also be a worn out / frayed cable.
Try lubing and adjusting the cables first, clean and lube the throttle, use white (lithium) grease on that. Leave a little freeplay in the throttle. Feel for and roughness that would indicate a frayed cable, if you feel it you will need to replace them.

Have you done any work on the controls? Changed grips, etc?
You might have reassembled wrong, or lost one of those little copper cable clips. I'm assuming you have throttle cables and not TBW

Try loosening your controls a little and pull the grip out just a tad and retighten the controls. If the end of the grip is rubbing the end of the bars it will cause it to not snap back.
