Help with SE Ing module

First off this is a 1996 Road King that I switched over from FI to a Carb. When I first did the switch i went with a Ultima ing but that crapped out so I went with a SE module and Coil. The SE Ing Module is a 32360-96 and it states 6000 rpm on it but the rev limiter doesn't kick in even past 6500 so did I get a junk one or what? It was a brand new module. From a search I did there was a biker who was lookin for a SE module with a 8000 rev limiter kinda crazy for a Evo or any Harley for that matter. Any ideas what I need to look for as why the rev limiter won't kick in. Wiring problem? short? any help would be appreciated. And I found this out doing a burnout so I don't wanna blow it up when I do another one LOL
