Default Torque Values - Front Bumper Kit

I'm in the process of replacing my front fender and bumper kit as I had them bent when a guy backed into me while on vacation this summer. The replacement comes with the two nuts securing the front bracket to the bumper. The top of that front centre bracket on the bumper slips over a bolt welded to the inside of the fender and then is secured with a washer and nut. No instructions came with the new bumper kit and I can't find a torque value for that front mounting nut in my Service Manual. I'm afraid if I over tighten I'll buckle the fender. Anybody know how tight this has to be to keep it from falling off?
