1997 Road King won't start

Update, i removed all the gas and removed the petcock. It does have a a vacuum line to the fuel valve. I checked the line from the tank to the fuel valve and if flows with no problem. I tried to blow air through the fuel valve but nothing flowed. Do I need vacuum applied to the valve before it will allow flow?

yes, when assembled, vacuum from the intake opens the petcock ( if turned to "on" or "res") ......without vacuum applied there should be no flow at all.
there is another vacuum line to the VOES - a black plastic switch which retards the ignition timing when vacuum drops
