I have a 2013 EGC and bought a light bar off a 2009 that has the license plate light from a forum member. The lic light has 2 black wires with pins on the ends. How do I wire this up to my bike?

Some guys wire them into the fender tip light. Don't know if your bike has one.
I had a three pin connector that was attached to my Kuryakyn Panacea LED tail lamp. Red, blue, and black wires. Blue and black, IIRC, were constant 12 volt.
If you don't have either, you could splice into something that is hot with the ignition on and ground it to the fender. Maybe your acc circuit. Don't forget the inline fuse.

I do have a fender tip light. Now I just have to figure out how to tie them together. I would like to make those connections "unpluggable" in case I need to remove the light if it burns out. Not much room to play with in there though.

Doubt it will burn out because it is LED, but you could use ring terminals and tie then together with a small bolt, or maybe spade and socket terminals. I used marine grade heat shrink ones on mine.
