When servicing your own bike a copy of the factory service manual usually answers all such questions! That's the first tool required. If you have drain plugs in your fork sliders then your approach should be fine. Hopefully someone will chime in with the correct process for filling them.
took your advice and went to the Harley shop today and bought a service manual. i'll not bother anyone with basic questions any longer. tks, ride safe folks.

No special tools required. Get the bike up on a jack, remove fork caps, then remove drain plugs and let drain. Each fork tube holds 10.8ozs. I use a funnel with a hose connected to it to refill forks. Replace drain plugs and pour 6ozs in each fork and let stand for 15-20 mins. Then pour in remaining 4.8ozs in each fork, replace fork cap and your good to go.
