Yes all the washers and bolts are with it.

Yeah, I am trying to find a rack with the largest square inch-age that I can find. Bought a trunk bag that said it fits the tourpak rack perfectly- but I found out otherwise. I think I need 21.5 x 17 if I remember right.

I may be wrong but I’m betting all the Harley ones are darn close to the same.
