That is a modified stock exhaust. This is the set up that I have on my VRod. I did them myself and have also done a couple of sets for one of the local HD shops.

I went through this same problem with my V-Rod when I was ready to buy the exhaust. I bought mine used with the SE slip ons, and I could not hear them when riding behind my friend with a Fatboy and Pythons. You really have two decisions to make, and many choices within each decision. If you want power, you will want a 2 to 1 system like the Cary Faas pipes, or something that retains the "3rd volume" in the factory system, such as the SE slip ons. If you aren't too worried about power but want great sound, then a true dual is the way to go. By far, the Rineharts are the best sounding pipes for the V-Rod period, but you'll pay good money for a set, and they don't give much HP and most people lose a bit of torque, but for most, the sound is worth it and the top end rip is great. Personally, I went with the Sampson Cannons, and I did lose a bit of low end torque, but my top end was pretty good, and they sounded awesome. Try going to vrodforums.net, there is a ton of info on that website about exhausts for the Rod.
