Softail Headlight Problem

Default Softail Headlight Problem
Does anybody know what would cause the headlight on a Harley Softail to not turn on when the ignition switch is turned on but turns on after the motor starts? And over 65 mph the headlight will blink off and on. This does not effect the tail light.
