You really need to tell us more! Some current models of Touring Harleys come with 19" rims, if yours doesn't, which can be bolted straight on. To go bigger than that you are likely to need to make various mods, the largest and most radical I know of being 32".

You can put a 21x3.5" rim on the front of your bike. you will need to space the fender some but the wheels usually come with the spacers needed. To keep the ABS working properly you will need to run the front tire off a breakout (120/60-21) or use the newer style bearings that will not mess the ABS system up.
The biggest rim you can put on there would be a 21" with a set of fender risers, anything bigger than 21" will requiring raking your front end out.
Depending on the brand wheel, some may charge extra for the risers.
