The small hole, not sure what its for, is blown out.

It's on the inner side of each caliper half near the center bolt hole.

Can't imagine it's "Blown Out"...It's for the Brake Pads Pin ...The Threads are in the "Outside" Half (the side with the Bolt Heads)....NO Threads, only a "Clearence" hole on the Inside Half

It looks pretty chewed up to me. I ordered a used one in good shape for $73 delivered.

For 73 bucks it’s more trouble than it’s worth to try and fix it.
drilling it out and re - tapping the threads and moving a bolt diameter up and would be more hassle than it is worth.
sometimes you gotta know when it’s best to cut your losses
