The Front Bearings can be dealt with easily, but ...
The Rotor Mounting Surface-to-Rim Centerline on those Front wheels have different dimensions ... If you shift the Touring wheel over for proper Rotor-to Caliper alignment, the rim won't centered in the forks.
To do it right ... you would need to mill (remove material) from the Rotor Mounting Surface of the Touring wheel

You can get 25mm ID bearings that are 20.6mm wide (your rear uses 21mm wide bearings), but I would just use the STD 15mm wide (25mm ID) bearings along the appropriate bearing shim and center spacer sleeve (use the "Touring" application parts).
Off the Top of my Head you'll need to remove approx .150-.200" from the Left

the softail uses 25mm front bearing so wont center spacer be wrong size
1" and 25mm use the Same Spacer Sleeve Material varying only in lengths, and I'm referring to a 08-later front Touring spacer sleeve which is longer than the original one in your "2000" Front wheel.
But YES, you can use your original softail front spacer sleeve ... it's only shorter by approx .070" (a little over a 1/16) than the Touring ... Do NOT re-use your bearings
If you did use your original sleeve then you could see if your existing outside wheel spacers would happen to center your wheel and only have to mill the rotor mounting surface. Otherwise you'll have get some "Custom" spacers also
But you'll still want to use a bearing shim to fill the deeper bearing bore of that 2000 wheel.
back uses 3/4" so wont i need a 3/4" spacer for that?]
Be Aware that while the Touring wheel and the softail rear wheel use the same hub, they have a slight difference in offset to their centerlines ... So the Touring wheel will sit approx .080 - .100" more to the Pulley Side (including closer to fender and belt)
Read the following Thread and it should make you more aware of using the later bearings in the earlier wheels designed for the wider bearings and the use of bearing shims
