Am I missing a bolt?

Yes, there should be two identical screws there. Assuming it's the same as what I have on my 2011, of course:
And a washer, of course. I would replace that asap and check the rest of them for tightness. That looks like something that would be no problem whatsoever until the very moment it becomes a major one.
EDIT: if you look at the piece that the screw goes into, that's the front motor mount. Above it there is a bracket attached to it, and that bracket attaches to the engine itself. Where the bracket meets the engine on the right side (of the bike, not the picture) doesn't look quite right. It looks misaligned. Probably nothing though but have a look at it, doesn't look right to me.
4748 SCREW, 3/8-16 X 1-1/8 socket hd. (Grade 8)

IIRC, those are Grade 8 bolts. They are under a lot of stress. I wouldn't start the engine without replacing the missing one.
The bracket mentioned above is connected to the engine with 2 bolts. Is one of yours missing?
It looks like your front mount may be collapsed. Is there clearance between the rubber and the "T" shaped bracket mentioned above?
